Rather Good
Although slightly partisan and carrying a slight self-congradulatory tone in parts, this is a fairly good presentation of the facts. His recommendations are well-thought and should be given serious consideration.

Making sausages like making laws or formulating government policy

I'm afraid this book has made me ill, very ill indeed. I can understand now why some people say they don't want to know how our country's intelligence agencies work because Graham's description of their dysfunction is not pleasant. What the government does or doesn't do with that intelligence is even more sickening.

The first part of the book covers the 9/11 tragedy and all the errors that made it possible. There is plenty of blame to go around on this one and Democrats and career government employees as well as Republicans will have to bear their portion of responsibility. But what is tragic is the white washing, the stonewalling, and the outright power plays that has gone on to prevent the American people from knowing what could have been done and wasn't.

The second part of the book details the other tragedy - that the focus on the overthrow of Saddam diverted attention from the terrorists, allowed Bin Laden to escape, and has actually fostered a less safe world than we had before we began the war. Graham documents these details. This tragedy can only be laid at the feet of the Bush government since taking on Iraq was a purely optional war. Based on Graham's book, we should expect continue whitewashing, stonewalling, lying, and a campaign of disinformation from the Whitehouse regarding their role in making the world a more frightening place while at the same time being questioned about our patriotism.

I think I'd rather go watch sausage being made.

A scathing indictment
This is a scathing indictment of not only the intelligence community which failed to prevent the very preventable 9/11 attacks, but more incisively the Bush administration itself which is losing the war on terror through stupidity and incompetence.

Written by Senator Bob Graham with help from speech writer Jeff Nussbaum this book details in a clear and readable manner twelve intelligence and governmental failures that allowed the September 11th attacks to take place. Graham's point is that had any one of the failures been instead successes, 9/11 would likely never have happened.

The failure of the intelligence community is now well known and well documented. Mainly it has been a case of not so much incompetence (although there was plenty of that) but of (believe or not) "a failure to communicate." That is, the CIA would not tell the FBI what it knew and vice-versa, and neither would tell other law enforcement and intelligence agencies what they knew. The reason: mainly turf control. Institutionally, the CIA never wants to tell anybody anything since any revelation may have the effect of revealing sources or methods, which would tend to lessen their ability to gather information in the future. The FBI on the other hand wants to arrest people and have them prosecuted--although of course they don't want to make an arrest if they think they can get somebody higher up. Furthermore, government agencies tend to withhold information to keep hidden incompetence or failure. The Bush administration is notorious for this tactic; indeed the Bush administration does not share with the American people one iota of information unless it has to, or unless, in the rare instance, such information is entirely flattering to the White House.

The failure of the Bush administration is unfortunately not so well known or understood as is that of the intelligence community. Part of the problem is a failure NOT emphasized in this book, that is, the failure of the press to report the news as it is rather than as the White House would have it. I'll skip the failure of the Fourth Estate for now, as Graham has, and concentrate on the most massive of all failures reported in this book, the failure to engage the enemy in the war on terror. As Graham makes clear, what Bush has done with his invasion of Iraq is divert resources from the war on terror, using our military and hundreds of billions of our dollars in an exercise in utter futility, an exercise in shock and awe, full of sound and fury, signifying exactly, as Shakespeare had it, nothing. Instead of going after Osama bin Laden and Al Qaeda when we had them on the run in Afghanistan, Bush let bid Laden escape and instead went after the bogeyman Saddam Hussein. The direct result has not only been that the terrorists who actually were responsible for the murders of 9/11 are still free to direct more acts of terror, but in Iraq, Bush has created "a laboratory for terrorists" (p. 222) and "a giant recruiting poster for radicalized Islamists" (p. 219)

To put it bluntly, the Bush administration in effect is helping the terrorists. Why? The obvious reason is just sheer stupidity, ignorance and incompetence, but it is increasingly being hinted that George W. Bush is so much under the thrall of the Saudi princes who have the ability to one day make George W. a really, really rich man (instead of just a run of the mill millionaire) that he continues to allow them to financially support terror and does nothing about it. Graham of course does not say this, but it is only a step or two from what he does say to this conclusion.

Here's what Graham does say. Noting that "...a section of the report [from a declassified CIA report on terrorism] related to the Saudi government and the assistance that government gave to some and possibly all of the September 11 terrorists" had been blacked out, he writes, "Again, it was as if the President's loyalty lay more with Saudi Arabia than with America's safety." (pp. 215-216)

One also recalls, as Graham notes on page 106 that immediately following the September 11th attacks, the Bush administration allowed "more than 140 Saudis--including members of the bin Laden family" to be flown out of the United States. This despite the fact that the FAA had ordered all (other) private flights grounded, and despite the fact that none of the Saudis was interviewed by the FBI. Most of them were no doubt not involved in the attacks, but nonetheless they might have had information that would have helped the investigation. I'm sure the reader does not have to be reminded that most of the 9/11 hijackers were Saudi nationals.

I want to make two other points: One, if the Bush administration and the administrations that follow do not use America's resources wisely in combating terrorism (instead of increasing it), we will almost inevitably experience a nuclear attack on one of our cities, most likely Washington D.C. or New York. It is not enough to throw bodies and money at some perceived evil in the Middle East as if to puff out our chests in a macho manner. Fighting terrorism requires skill, knowledge, hard work and dedication. Bombs and troops on the wrong ground will not get it done.

Finally, why, oh why, have we not heard any more about who planted the anthrax in the mail immediately following the September 11th attacks? Graham reports only that "no connection has been established between the anthrax attacks and the terrorist attacks of September 11." (p. 134) I think he knows a lot more than he is letting on, and that there was a connection between Al Qaeda and the anthrax attacks that is being covered up, perhaps so as not to alarm the public. That’s why Bush traveled to Russia for nuclear weapons reduction, However, most importantly, to assure Russia we will be their future Ally and join them to NATO. The Russians are the world’s largest oil producers, and will replace the Saudis as the world oil-price-production stabilizer. Why? There is a global war to come. Who is the enemy? The financiers of the terrorism – worldwide. For, as someone said, “A man can tell me of his religious fanatical hatred until the cows come home, but if he has not money to make it a reality, it is just hate speech. It was reported 125 of the Al-Qaeda prisoners secretly incarcerated at Guantanimo Base are SAUDI ARABIAN CITIZENS. This was long rumored, but disturbing fact, is presently becoming public, and (“If it is true”) will redirect attention from the obfuscation and smokescreen of the current Iraq War issue debate. Without question, it will, if corroborated, reflect primary responsibility for the 911 terrorism on the Saudis. Many 911 family possess more information than acknowledged, this why they are suing the Saudis. The war against terrorism is not the war against Iraq. Such is a fallacy created to divert attention away from the Saudis. Why is this being done? Because the Saudis can virtual stop oil production, , driving up the price making it highly injurious to the U.S. economy, and the world. Almost immediately, there must be commenced a broad based diplomatic resolution dismantling Saudis financial support for the madness of radical fundamentalist Islamic terrorism. America is fortunate to have citizens like Henry Kissinger at this time in our history. Despite what Hitchens says, some of which is true. And, although the man's a republican he possesses the wisdom of a visionary statesman---a diplomat. Recently, Henry vociferously opposed the Rand Report condemning the (let's be kind) negative things the Saudi's have supported ---prior to and currently related to the War Against Terrorism. Now, Henry, and everyone else, who has studied the Saudis' conduct, knows the Rand Report is approximately 85% true, provable and incontrovertible. So, why did Henry publicly oppose it? Because his genius resides in projecting future possible diplomatic resolutions of potential worldwide catastrophes. He knows the Saudi Issue---has been fermenting to the point of fomenting an explosion.

Here's the point. Yes, we need Saudi oil for our economy. However, we cannot allow their proselytizing and financing terrorist extremism ---which lead to the 911 WTC evil. No amount of oil is worth 3,000 lives. Insiders agree the following is the current state of affairs. The Saudis have been WARNED to immediately cease and desist their financing and support of fanatical terrorists, "OR ELSE." The Saudis know the U.S. government is not joking. The recent Saddam propaganda was not primarily about invasion of Iraq, at least not at this time, but to "flush out the Saudis." It worked. The Saudis fell for it and went public with non-support of America. Even the Iranians panicked and turned over A' Qaeda "alleged prisoners" to Saudi Arabia. The decision has been made and the process begun. If the Saudis do not cease and desist, the US will, with undue haste, cement its non-public agreement with Russia (the world's largest oil producer) to pour billions into Russian oil production to REPLACE THE SAUDIS AS THE WORLD'S OIL PRODUCTION AND PRICE STABILIZER.

So what does this have to do with Henry? Henry is positioning himself, sub rosa, to arrange a diplomatic solution with the arrogant Saudis. To prevent and reduce the terrorist threat. Even, perhaps, gain their assistance in resolving the Israeli-Palestinian thing? Let's hope the Saudis see the light and change their current stampede toward destruction. Is Henry a genius, or what? Better a diplomatic Peace --- than War. To my Saudi friends---I hope they are not offended.. However, it is time for the Saudi family moderates to speak up, exert some stabilizing power, and preserve the kingdom. This is not the 1970s with Jimmy Carter, we are talking devastating war here. That also goes for Iran. Better Peace, than the annihilation of 21st century war. That is what all the talk about nuclear tipped warhead is about. Battle field weapons of extreme effectiveness in a conventional war. The U.S. would never risk American lives in Iran, Iran is too large. No, if there is war with IRAN, it will be with the latter weapons.

As for Iraq, the country is already split in three sections. Some are reporting, for the first time, Saddam is psychologically feeling the pressure, to the point of needing medication and possibly approaching a nervous break-down.

THE SAUDI ARABIANS' CAT'S OUT OF THE BAG:

Most facts, investigations and money flow point directly to Saudi Arabia as being the primary sponsor of Al Qaeda. Surprising, the Iranians panicked pretending to turn over possible Al Qaeda Afghan terrorists who were "allegedly hiding" in Iran. Of course, as some media reported, they were mostly, Saudi citizens. Who, of course, cannot be extradited to the U.S. for interrogation etc. Instead, must be tried by Saudi Law. Their punishment will be imprisonment in a palace with 14 virgins (with room service) etc.

I hate to be cynical and somewhat boorish, but it just does not flush, no one buys that. This is so transparent insulting our intelligence to the point of being laughable. Let us pray the Saudi's will cease and desist supporting terrorists, and once again bring Peace to the world and peace of mind to every American. For It is true "Wahhabi is no Kimasabi" Hate us all you want, but, for Allah's sake, do not murder our innocent civilians.--- women, children and men. We are human beings just like you. You would not want us to the evil to you, which you do to us. "Salam!!!"

The evidence is mounting that IRAN has been harboring vast number of Taliban [or my little niece calls them ---''the talabannanas'' and Saudi Al-Qaeda members. Eventually, this will prove to have been a tragic error. For months implausible gossip and hearsay have proliferated regarding an inconceivable and absurd convergence of Iran, Iraq, Saudi Arabia and Syria into a surreptitious political and military coalition. Its purpose was to actually do war against the USA. Based upon the contingency of American militarily incursions against either for subsidizing terrorism - resulting from claimed 911 culpability. Most considered this fanciful paranoid speculation. Well, apparently, the US decided to do a re-evaluation of these nations diplomatic stance. To ascertain who really were the 911 adversary (ies). What we have been viewing in the news media, was a US diplomatic artifice and ploy. A theatrical performance with contradictory reports feigning the immediate imminent invasion of Iraq. Presently, nothing can be farther from reality. Although eventually this will happen. This ingenious diplomatic public relations subterfuge (trick) flawlessly succeeded beyond expectations. By stridently opposing these spurious war claims Saudi Arabia and Iran verified their direct complicity, if not outright 911 guilt. Incredibly, they committed one of the greatest diplomatic blunders in history. It is becoming irrefutable, Saudi Arabia, Iran and Syria are Saddam’s allies. They can no longer conceal their motivation as prime movers of worldwide terrorism. In actuality, they are apparently its primary promoters, powerbrokers and financiers of terrorism against Western Civilization. In all probability, ultimately responsible for the 911 evildoings. At the suitable time, expect meticulous Media documentary evidence in corroboration. Moreover, expect eventual major western developments. The US need not make its “case”. All western nations recognize there does exist an axis of evil---Saudi Arabia, Iran, Iraq and Syria.

No Iranian saber rattling can alter the reality uncovered. Iranians extraditing Al Qaeda “prisoners” to Saudis reveals trepidation. Not only Saddam, but the Saudis and Iranians are terrified, and with good cause. You cannot slaughter 3,000 Americans on U.S. soil without retribution. Finally, the chickens have come home to roost, but it is the fox who is the main course. The “shrewd” outfoxed themselves falling for the “propaganda BAIT”. Resultantly, the Saudi and Iranian regimes could disintegrate by internal insurrections --- for tyrannizing their populaces.

The international relations genius (in either the State or Defense departments) who concocted this “FLUSHING OUT TECHNIQUE” merits America’s the highest gratitude. Because he or she comprehended one thing--- no one can eternally conceal evil in darkness , sooner or later the light unearths it. Sunlight is the best antiseptic!!! Lucifer was once an archangel, now he’s just the devil.

Now that everybody comprehends the precise adversaries, the only lingering question is what to do next. Hopefully, all terrorism can be diplomatically negotiated to a peaceful conclusion.

PS August 21, 2002---CNN reported Saudi Arabia withdrawing 100 Billions from U.S. Americans suing Saudis over 911, nevertheless, would take multiple appeals before potential victorious plaintiff could gain access to such assets. Old saying may hold some truth, "If you want to discover where guilt resides, follow the money trail."

Recently, Henry vociferously opposed the Rand Report condemning the (let's be kind) negative things the Saudi's have supported ---prior to and currently related to the War Against Terrorism. Now, Henry, and everyone else, who has studied the Saudis' conduct, knows the Rand Report is approximately 85% true, provable and incontrovertible. So, why did Henry publicly oppose it? Because his genius resides in projecting future possible diplomatic resolutions of potential worldwide catastrophes. He knows the Saudi Issue---has been fermenting to the point of fomenting an explosion.

Here's the point. Yes, we need Saudi oil for our economy. However, we cannot allow their proselytizing and financing terrorist extremism ---which lead to the 911 WTC evil. No amount of oil is worth 3,000 lives. Insiders agree the following is the current state of affairs. The Saudis have been WARNED to immediately cease and desist their financing and support of fanatical terrorists, "OR ELSE." The Saudis know the U.S. government is not joking. The recent Saddam propaganda was not primarily about invasion of Iraq, at least not at this time, but to "flush out the Saudis." It worked. The Saudis fell for it and went public with non-support of America. Even the Iranians panicked and turned over A' Qaeda "alleged prisoners" to Saudi Arabia. The decision has been made and the process begun. If the Saudis do not cease and desist, the US will, with undue haste, cement its non-public agreement with Russia (the world's largest oil producer) to pour billions into Russian oil production to REPLACE THE SAUDIS AS THE WORLD'S OIL PRODUCTION AND PRICE STABILIZER.

So what does this have to do with Henry? Henry is positioning himself, sub rosa, to arrange a diplomatic solution with the arrogant Saudis. To prevent and reduce the terrorist threat. Even, perhaps, gain their assistance in resolving the Israeli-Palestinian thing? Let's hope the Saudis see the light and change their current stampede toward destruction. Is Henry a genius, or what? Better a diplomatic Peace --- than War. To my Saudi friends---I hope they are not offended.. However, it is time for the Saudi family moderates to speak up, exert some stabilizing power, and preserve the kingdom. This is not the 1970s with Jimmy Carter, we are talking devastating war here. That also goes for Iran. Better Peace, than the annihilation of 21st century war. That is what all the talk about nuclear tipped warhead is about. Battle field weapons of extreme effectiveness in a conventional war. The U.S. would never risk American lives in Iran, Iran is too large. No, if there is war with IRAN, it will be with the latter weapons.

As for Iraq, the country is already split in three sections. Some are reporting, for the first time, Saddam is psychologically feeling the pressure, to the point of needing medication and possibly approaching a nervous break-down.

THE SAUDI ARABIANS' CAT'S OUT OF THE BAG:

Most facts, investigations and money flow point directly to Saudi Arabia as being the primary sponsor of Al Qaeda. Surprising, the Iranians panicked pretending to turn over possible Al Qaeda Afghan terrorists who were "allegedly hiding" in Iran. Of course, as some media reported, they were mostly, Saudi citizens. Who, of course, cannot be extradited to the U.S. for interrogation etc. Instead, must be tried by Saudi Law. Their punishment will be imprisonment in a palace with 14 virgins (with room service) etc.

I hate to be cynical and somewhat boorish, but it just does not flush, no one buys that. This is so transparent insulting our intelligence to the point of being laughable. Let us pray the Saudi's will cease and desist supporting terrorists, and once again bring Peace to the world and peace of mind to every American. For It is true "Wahhabi is no Kimasabi" Hate us all you want, but, for Allah's sake, do not murder our innocent civilians.--- women, children and men. We are human beings just like you. You would not want us to the evil to you, which you do to us. "Salam!!!"

INCONCEIVABLE SAUDI AND IRANIAN DIPLOMATIC BLUNDER:

The evidence is mounting that IRAN has been harboring vast number of Taliban [or my little niece calls them ---''the talabannanas'' and Saudi Al-Qaeda members. Eventually, this will prove to have been a tragic error. For months implausible gossip and hearsay have proliferated regarding an inconceivable and absurd convergence of Iran, Iraq, Saudi Arabia and Syria into a surreptitious political and military coalition. Its purpose was to actually do war against the USA. Based upon the contingency of American militarily incursions against either for subsidizing terrorism - resulting from claimed 911 culpability. Most considered this fanciful paranoid speculation. Well, apparently, the US decided to do a re-evaluation of these nations diplomatic stance. To ascertain who really were the 911 adversary (ies). What we have been viewing in the news media, was a US diplomatic artifice and ploy. A theatrical performance with contradictory reports feigning the immediate imminent invasion of Iraq. Presently, nothing can be farther from reality. Although eventually this will happen. This ingenious diplomatic public relations subterfuge (trick) flawlessly succeeded beyond expectations. By stridently opposing these spurious war claims Saudi Arabia and Iran verified their direct complicity, if not outright 911 guilt. Incredibly, they committed one of the greatest diplomatic blunders in history. It is becoming irrefutable, Saudi Arabia, Iran and Syria are Saddam’s allies. They can no longer conceal their motivation as prime movers of worldwide terrorism. In actuality, they are apparently its primary promoters, powerbrokers and financiers of terrorism against Western Civilization. In all probability, ultimately responsible for the 911 evildoings. At the suitable time, expect meticulous Media documentary evidence in corroboration. Moreover, expect eventual major western developments. The US need not make its “case”. All western nations recognize there does exist an axis of evil---Saudi Arabia, Iran, Iraq and Syria.

No Iranian saber rattling can alter the reality uncovered. Iranians extraditing Al Qaeda “prisoners” to Saudis reveals trepidation. Not only Saddam, but the Saudis and Iranians are terrified, and with good cause. You cannot slaughter 3,000 Americans on U.S. soil without retribution. Finally, the chickens have come home to roost, but it is the fox who is the main course. The “shrewd” outfoxed themselves falling for the “propaganda BAIT”. Resultantly, the Saudi and Iranian regimes could disintegrate by internal insurrections --- for tyrannizing their populaces.

The international relations genius (in either the State or Defense departments) who concocted this “FLUSHING OUT TECHNIQUE” merits America’s the highest gratitude. Because he or she comprehended one thing--- no one can eternally conceal evil in darkness , sooner or later the light unearths it. Sunlight is the best antiseptic!!! Lucifer was once an archangel, now he’s just the devil.

Now that everybody comprehends the precise adversaries, the only lingering question is what to do next. Hopefully, all terrorism can be diplomatically negotiated to a peaceful conclusion.

PS August 21, 2002---CNN reported Saudi Arabia withdrawing 100 Billions from U.S. Americans suing Saudis over 911, nevertheless, would take multiple appeals before potential victorious plaintiff could gain access to such assets. US TROOPS IN SOVIET GEORGIA???

I am very concerned U.S. troops are entering former soviet republic Georgia. Borders on Russia. Since we abandoned the last nuclear agreement, the Russian as a provocation and threat to sovereignty could perceive this. Yes, let us track down all terrorists endangering us. However, let us not be reckless. Because WW III is still only a few nuclear buttons away. Best Estimates are: US---12, 000 warheads with delivery systems, Russia---9, 000 same, Kazakhstan 3,000--not full delivery systems, Ukraine: 1,400-2,000 with excellent delivery systems. Merely 125 to 300 warheads could wipeout every major city on Earth. One submarine could accomplish this . These are becoming perilous times. We must perceive ourselves as other nations see us. We have, in effect, unilaterally disengaged ourselves from a last nuclear weapons treaty with the Russians. Yes, we may be the superpower of the world. Power does not automatically sanction the right to its capricious, impulsive and arbitrary abuse. It is the lesson of history; the arrogant use of supremacy will cause our civilization to collapse. It is scandalous enough the Supreme Court humiliated itself and our country in 2000 election. Donald Rumsfeld, an honorable man, must divest the Defense Department of such right wing extremist thinkers. Radicals should have no status in a republican-democratic government. They have stepped beyond the pale of acceptable rational deliberation. If we do not guard and advocate the ideals, ethics and principles we acknowledge as true, then other nations will lose confidence in us. For no one believes or trusts a hypocrite.

Kudos must be awarded Sen. Robert Graham of Florida, chairman of the Senate Intelligence Committee. He is pursuing just such investigation; merging House and Senate into an efficient single committee. Rather than Congress diffuses its resources. Graham, in addition, merits praise for not grandstanding - politically demagoguing the issue for political career gain. He is satisfied simply accomplishing the committeeÂ’s work; while tolerating others to emerge on national news programs. This demonstrates integrity. GrahamÂ’s committee must probe the following. The security breaches. We squander hundreds of Billions on security and canÂ’t shield our nationÂ’s borders from harm. Something is perilously wide of the mark. Someone in defense dept, CIA FBI NSA must accept some culpability and responsibility. We must discontinue lay blame on Mexican aliens who come to labor; and, require the National Immigration Service to pursue bona fide terrorists. ...

WHY IS AMERICA SO HATED IN THE WORLD?
What went wrong? Why the intensity of the current hatred? Basically on 6 billion THE PLANET OF THE POOR anger and resentment exists between the 5 BILLION poverty stricken fighting for physical survivaland US as in USA the 1 BILLION who live lives of luxury.

In the past, commentators blamed much of this upon [1] economic jealousy [covetousness]; and, in our heart of hearts, no one really loves the Boss. However, presently there exists a novel strident international attitudinal change. Unbelievably, the primary rationale for this vituperative detestation is the 2000 election fiasco. Yes, it received, very little objection and media coverage at home. Not so in the remainder of the planet. Anyone residing overseas, who stays abreast international news coverage, soon recognized the devastating humiliation, disgrace, shame and defamation caused our national reputation. The world community was bewildered which soon was transformed into loathing, disrespect, and revulsion. Throughout Planet Earth we are called “That Hypocrite America. They talk democracy, but they are just like us--- a phony wherein the wealthy interests fix and subtly manipulate the electoral process to their economic benefit at the public’s expense.” Obviously, entire world perceived the 2000 election as a fix. Particularly, since Gore (who I did not enthusiastically support) triumphed in the popular vote; nonetheless was declared the loser by an egotistical unelected US Supreme Court.

Because you can appropriate just about anything from people and they will simply get the police and attempt to imprison the thief. However if you steal peoplesÂ’ HOPE as they barely survive desperate lives; first, they will be hurt, then become incensed and eventually ferociously attack you. The downtrodden subsist on a handful of rice and HOPE, DREAMING someday they will be a liberated democracy; and, perhaps enjoy the prosperity of the American Dream. Election 2000 shattered that indispensable fundamental illusion persuading the world the US was a liar and hypocrite regarding democracy. In addition, if there is one thing people hate---it is a hypocrite, who promises one thing but does the opposite.

We must redeem ourselves in the world’s eyes. My European friends would criticize America, “Boy you American’s are so stupid you always hang-up your dirty laundry for the whole world to see.” My reply was “That is what a democracy is supposed to do. Find the corrupted, polluted bed linens; hang them up for the world to see. Then take down the filth --- wash it, bleach it bright white; and, then re-hang it! To illustrate to the world we are a constantly transforming republican-democracy------We are not like you European dummies, who sweep everything under the rug, until a plague or another war breaks out. More to the point, THAT IS WHY WE named OUR NATION’S CAPITAL “WASHING-TON!”
