A HISTORIC TIME FOR DECISION-MAKING

Since the late 1960s, a gradual, insidious and pernicious deterioration in the American Middle-Class standard of living has occurred. According to per capital income apportionment and DISTRIBUTION compared to aggregate GDP - The Middle-Class standard of living should have doubled even tripled. Obviously, this his not been the case. To the contrary, unbeknownst to most , a vast exportations of manufacturing (all important means of production, US capital investment and Middle-Class Wealth) WAS transferred to: Europe Japan Korea etc. Promoting these first world nations prosperity at the expense of the US middle-class; and especially the poor. In effect, the Marshall Plan never ended.


Under the erroneous semblance of purported free trade, The USA permitted foreign competitors unrestricted access to its lucrative market place. ON THE OTHER HAND, foreign nations did not equitably reciprocate. Disallowing the equivalent comprehensive entire to their markets. In fact, they constrained access; ingeniously utilizing unfair trade practices (and ourtright PROTECTIONISM) to thwart our products entry. The result? Foreign imports flooded the US market, US exports plummeted. Of course, this, in turn, caused gigantic US TRADE DEFICITS. $500 Billion this year alone. In effect, "A Great Middle-Class Wealth Giveaway" transpired. Consumers, looking for the best price, purchased imports; thereby exporting further capital to foreign nations. Eventually this produced a continuing but immense exportation US manufacturing jobs. Entire industries for that matter.


All economists could clearly forecast this ultimate calamitous injury to the Middle-Class standard of living. Some engaged themselves in THE BUY AMERICAN MOVEMENT. This appeal to patriotism was futile. In horror, they watched as one US industry after another; either, failed, or simply capitulated ("surrendered") substantial US market share.


Other US economists and politicians (beholding to colossal corporate campaign contributions) blindly adhered to an antiquated, dubious ill-defined FREE TRADE PARADIGM. This prototype never produced the MUTUAL RECIPROCAL "TWO-WAY-STREET" free and fair trade anticipated. Instead one-way-street trade ruled inuring to the benefit of foreign nations. The consequence? An enormous US Economy loss - to the detriment of the Middle-Class and working poor. Nafta, WTO (currently FTAA) and multiple bilateral trade agreements --- aggravated the dilemma.


Currently, this perilous economic situation is exacerbated by the astonishing, rapid, enormous US and European multinational corporations' investments in developing third world economies. In particular China, India, and other disadvantaged third-world nations. This investment was not undertaken in a spirit beneficent humanitarianism, rather, as some depict it, as a 21st century neo-colonialism. Multinational Corporate Monopolies overtly exploit such for the profit motive ("taking advantage of the disadvantaged"). That is: the discounted workforce (some slave-waged - even child labor) to immensely diminish their labor expenditure; thereby greatly escalating their earnings. Some describe this as profiteering. The result? Forcing US wages downward in a ''THE RACE TO THE BOTTOM''.


This shortsighted short-term gain, in all probability, will trigger in long-term pain. By continuing unabated, these Multinationals embarked upon a hazardous economic path. All done without comprehensive economic consideration of potential long-term damaging consequences. Which, in all probability, will mushroom out of control unraveling our nation's fundamental principles. Thus, portending a cataclysmic risk to US peace and prosperity. The ruination of the American Middle-Class and the American Dream?

Presently, the blatant jobs exportation designated as "outsourcing," [especially of well-paying IT service jobs] - stunned the ever-increasing jobless, downsized or forcibly early-retireds. This is illustrated by the major "JOBS" issue supremacy in the 2004 Election. Unquestionably, a social and political backlash never before seen in America will emerge.


As one observer candidly declared, "You can't tell a middle-class individual he or she must now become poor. Or, as Clinton repeatedly warned, 'This next generation will not do as well as their parents' generation.' In other words, Clinton's code words warned, in effect, the next generation better be prepared to enroll either in the lower-middle-class or the working poor. This simply won't flush in the American political arena. Eventually, as more Americans become "the long-term jobless," or working for decreasing wages, things will reach a boiling point. There will be vociferous demands for Protectionism. Frightened politicians will buckle under the pressure. Once comprehensive protectionism commences, international economic and political instability will give birth to trade wars. Looming on the horizon is the probability of eventual international political confrontation. Once started, a catastrophe of global proportions can plunge humanity into irreversible discord. 'We have searched for the enemy, and found, it was us.' Pogo."

In the spirit goodwill, not seeking conflict nor controversy, we propose a new free trade GLOBALISM paradigm designated ''GRADUAL" GLOBALISM. A historic time has arrived for open public debate, reconsideration and reanalysis of this issue by: US business, Multinationals, the government and the People. An opportunity for all to participate in the decision-making process which will influence the remainder of our lives, global stability and posterity. The proposal is as follows -

In its first phase, CMA+RU will be an international economic union; initially encompassing all qualifying Western Hemisphere nations of: South, North, Central, Caribbean America. It is an open invitation for them to voluntarily join in a comprehensive economic integration with each other. Concurrently, CMA+RU'S second stage will entail a request RussiaSiberia and Ukraine to prepare and apply for eventual voluntary unification into the economic integration processes. As the first two strata near culmination, the European Union will be requested to integrate. Thereafter, the same incorporation process will be made available to the remainder of the Global economic community.

First, all applying Nation States' acceptance for inclusion will be decided by accomplishing the eligibility requirements. Basic social, political, economic, human rights for their citizens founded upon democratic principles secured by the rule of law. For instance, upgrading the standard of living of their poor by establishment and enforcement a minimum wage. Other Nation States not in full compliance with these standards could be permitted a limited participation progressively amalgamated into the union. Subsequently, gaining full membership status, and CMA+RU benefits.

Where has Capitalism been so used? The USA. For example, creation of the American Middle-Class-The American Dream. But more importantly, within the inherent beneficent capitalistic concept of INCORPORATION. In effect, CMA+RU-GRADUAL GLOBALISM will be the giant multinational corporation; each participating Nation State will be investor-stockholders. The latter will enjoy the profits created. In other words, GRADUAL GLOBALISM will eventually "incorporate mankind" by cooperative bountiful capitalism. Giving reality to Francis of Assisi's words, "You can catch more flies with a spoon of honey, than with a barrel of vinegar."

When will such enrichment-rewards occur? As soon as man applies himself - earns it. Accomplishment is in the doing. (See: Goethe) Nevertheless, from the outset, the INITIAL CAPITAL INVESTMENT ALONE in CMA+RU's primary formation will ignite a profusion of economic activity garnering cornucopia of incalculable ABUNDANCE. Thereafter, annual incrementals will yield amplified investment earnings-return; in conjunction with living-wage job creation. Over the long run, global amalgamation, will guarantee high standards of living for all participant Nation States - mankind - not just a few. Individual citizens benefit twofold: once from wage/salary; and, secondly from their Nation State's profit return.

On the other hand,

for the cynics and naysayers, what is the risk? The risk of failure? Trite but true - "Nothing ventured, nothing gained." In any event, "Life is risk." However, it is better to assume risk on the high probability of GRADUAL- GLOBALISM'S success potential (which far outweighs the possibility of failure) - than to do nothing. The peace benefit and international political stability is remarkable. As one observer stated, "People don't go to war when they're working together to make money."

WHY IS RUSSIA-SIBERIA-UKRAINE NECESSARY?

CMA, by itself, can generate Western Hemisphere Nation States' prosperity for a historic period. Nevertheless, the addition of RussiaSiberia and Ukraine into the equation, establishes an authentic prospect of an Epoch of Global Prosperity. (Of course, the geographic contiguousness of RussiaSiberia and Ukraine is an absolute imperative for successive European Union and Global integration. )

Otherwise, why request Ukraine's participation? Ukraine possesses The Black Earth - the most productive planetary soil. With Ukraine, as one of CMA+RU'S major breadbaskets, combined with the America' agricultural resources, hunger can be eradicated.

But, most importantly, the real CMA+RU prosperity stimulus focuses around RussiaSiberia participation. Because, RussiaSiberia possesses the maximum concentration of natural resources unparalleled anywhere on the Globe. Nevertheless, RUSSIAN/SIBERIA'S predicament has been impenetrability of resource extraction and utilization. Due to the harsh frigid Siberian climate. As single nation, Russia MAY never abundantly enjoy the prosperity benefits locked in Siberia. However, as a CMA+RU Nation State, in unison, all participants can conquer the weather problem.

This raises the question of environmentally-safe resource extractability? For instance, Brazil's Amazon region contains the maximum easily-accessible and extractable natural resources worldwide. However, the current extraction methodology presents a planetary environmental cataclysm. This disaster can be averted by the employment of all CMA+RU participants. Salvaging The Earth's oxygen supply; while allowing Brazil's the prosperity it deserves.

In both cases, the challenge can be further resolved. By enormous capital investment into practical scientific research and development. We designate this as "The 100 Year Technological Leap Forward." A new age of EDISONIAN INVENTION and practical technical application.

A monumental geographic impediment; and, epic engineering challenge confront CMA+RU-GRADUAL GLOBALISM --- The Bering Straits of Alaska and Russia. This blocks the contiguous worldwide linkage crucial for CMA+RU-GRADUAL GLOBALISM'S success. Central to viability, is the tangible connection of the two continents. Unquestionably, economics and commercial necessities. The aspiration of intertwining The Earth and All Mankind as one cohesive economic entity would be shattered; due to unattainable global economic integration.

Regarding The Bering Straits, Engineering experts' opinions range from "conquest is impossible " to enthusiastic "probable, but the most gargantuan engineering challenge of the 21st Century." The latter group represents the majority consensus, although they maintain no illusions. Recommending two engineering methodologies:
(1) The Herculean task of bridging (constantly exposed to) the most hazardous global ocean environment; or,
(2) tunneling underneath.

All agree, both methodologies are enormously expensive. Nevertheless, financially well-worth the Nation States' investment. Since the investment earnings would be astronomical. Once constructed, either method will create an continuous copious "treasure of enrichment;" accompanied by highly lucrative capitalist returns. Initial capital investment itself will trigger immense employment opportunities for national participants. An additional benefit is: the volume of cost recovery and maintenance expenditures remunerated by user fee revenues. In the end, the overwhelming majority of engineers concur, the prospect is ---the Straits can be conquered? It boils down to a matter of vision, will, and persistent tenacity. (Discussed hereafter)


Furthermore, supplementary practical commercial realities need to be addressed. For Instance, the critical systemic requirement of TRANSPORT VELOCITY of intercontinental human and natural resources. This will be a structure roughly similar to GRADUAL GLOBALISM. Although ostensibly unconventional (in comparison to the CONTEMPORARY free trade paradigm); to the contrary, it is not.

Why? The European Union is successful - more or less accurately matching the model presented herein.

Furthermore,

CMA+RU-GRADUAL GLOBALISM represents an improved feasible and achievable option. Why? Not only due to its intrinsic profitability; but also, it offers Earth's inhabitants something not currently possessed, but needed - HOPE. A hope-filled attainable equitable goal - for a potentially enhanced standard of living. The probability of comprehensive future prosperity - without warfare.

No, GRADUAL GLOBALISM does not guarantee success.

Nevertheless, it does offer the opportunity for individual and Nation State prosperity - in correlation to the degree of meritorious applied labor. As one observer confirmed, "Something to believe in and work toward. A moral economic imperative for future peace and prosperity guaranteeing the opportunity for an equitable share for all - without the few preying upon the many. Where, the odds are, in the not too distant future, poverty will become non-existent. Thereby, ensuring worldwide peace and stability."

Nevertheless, ultimately, GRADUAL GLOBALISM'S realization is more psychologically dependant. The concept merges into whether or not international leaders and their peoples will seize "THE VISION" and possess "THE WILL." "WILL" implying, in times of difficulty, the necessary tenacity - perseverance/endurance - to remain focused upon goal achievement. If for no other reason than their capitalistic financial self-interest. If so, then the present global trade mentality can be transformed. A optimistic fresh vision - a new global frontier, so to speak of "GRADUAL DEMOCRATIC CAPITALISM- GLOBALISM" can usher in the "21ST CENTURY'S GLOBAL ECONOMIC RENAISSANCE."
